29.A.22 Storage of explosives.

  1. The storage of explosives must be in accordance with requirements of the Bureau of Alcohol, Tobacco, and Firearms (as outlined in 27 CFR 555, Subpart K) or the State in which they are stored.
  2. An accurate running inventory of all explosives and blasting agents stored at the project must be maintained: two copies must be maintained - one at the magazine and one in a facility which is at least 50 ft (15.2 m) from the magazine.

29.A.23 Security of Explosives.

Maintain security of explosive materials.
  1. Area must be guarded to control access to the explosives and ensure no tapping with explosives during non-working times.
  2. Explosive materials must not be abandoned.

29.B Transportation of Explosive Materials.

29.B.01 Transportation of explosives by the following modes must be in accordance with the prescribed federal regulations and the applicable state requirements.

  1. Transportation of explosive materials over public highways must be in accordance with DOT requirements.
  2. Marine transportation of explosive materials must be in accordance with USCG requirements.
  3. Transportation of explosive materials by aircraft must be in accordance with FAA requirements.

29.B.02 Vehicles used for transportation of explosive materials must not be loaded beyond their rated capacity and the explosive materials must be secured to prevent shifting of load or dislodgment from the vehicle; when explosive materials are transported by a vehicle with an open body, a magazine or closed container must be securely mounted on the bed to contain the cargo.

29.B.03 Vehicles transporting explosive materials must display all placards, lettering, and/or numbering required by DOT.

29.B.04 Explosive materials and blasting supplies must not be transported with other materials or cargoes. Blasting caps (including electric) must not be transported in the vehicle or conveyance with other explosives unless the conditions of 49 CFR 177.835(g) are met.
