20-3. Personnel Required Qualification/Training.

Qualified Inspectors (QI)

  • Qualified Inspectors must hold certification from an ASME accredited Authorization Inspection Agency or Qualified Inspection Organization.
  • They cannot be employed by the manufacturer of the equipment they inspect.

Qualified Mechanics

  • Mechanics responsible for adjusting or changing settings of safety relief valves must be qualified according to ASME Boiler and Pressure Vessel Code (BPVC).

20-4. Roles and Responsibilities.

Qualified Inspectors (QI)

  • QIs are responsible for performing and overseeing inspections as detailed in paragraph 20-5.

Competent Person (CP)

  • CPs must conduct and supervise inspections per paragraph 20-5.
  • CPs are tasked with developing and overseeing test procedures involving pressurized air or gases and must seek approval from the USACE supervisor, KO, or COR.

Qualified Person (QP)

  • QPs must manage the bleeding of compressed gas cylinders that contain toxic gases.
  • Refilling compressed gas cylinders is a task exclusively reserved for QPs.
