21-3. Personnel Required Qualification/Training.

Train all personnel (for example, Program Administrator, QPs, CPs, Authorized Persons, Authorized and Competent Rescuers, trainers) according to ANSI/ASSP Z359.2 and ANSI/ASSP Z490.1.

Fall Protection Program Administrator/Manager

  • Training must be delivered by a Competent Person (CP) trainer or Qualified Person (QP) trainer.
  • Annual refresher training of at least one hour is mandatory for USACE Program Administrators.

Qualified Person for Fall Protection (QP for Fall Protection)

  • Training, according to ANSI Z359.2, must be conducted by a QP trainer and include instruction in identification, design, and use of fall protection equipment.
  • USACE QPs are required to complete at least one hour of annual refresher training.

Competent Person for Fall Protection (CP for Fall Protection)

  • Training must be conducted by a CP trainer or QP trainer and include at least 24 hours of coursework.
  • USACE CPs must undergo at least two hours of annual refresher training and have authority to halt unsafe work.

Authorized Person (End-User)

  • Training, conducted by a qualified CP, must cover the safe use of fall protection systems, hazard recognition, and specific procedures related to the equipment.
  • Authorized Persons require retraining in case of program changes, equipment updates, skill inadequacies, or workplace condition changes.
  • Annual refresher training of at least one hour is compulsory, covering updates and refreshers on fall protection requirements.

Competent Rescuer

  • Training, conducted by a Competent Rescue trainer, must encompass the safe use of rescue equipment and systems, including practical demonstrations.
  • Competent Rescuers must undergo refresher training every two years and participate in annual rescue drills.

Authorized Rescuer

  • Training, led by a Competent Rescuer, must cover rescue methods, equipment use, and include practical demonstrations and performance assessments.
  • Authorized Rescuers are required to complete refresher training every two years and annual rescue drills.
