33-3. Personnel Required Qualification/Training.

SUAS Aircrew Responsibilities

  • Aircrew must provide training to ensure compliance with FAA, Army, and USACE policies, rules, and regulations.

USACE Remote Pilots (RP) Duties

  • RPs must complete the USACE SUAS Qualification Course.
  • RPs must be appointed in writing and possess a USACE SUAS Operator’s Certificate.
  • RP is the base qualification for crewmembers, MBOs, and AMAAs.

Contractor SUAS Operators Requirements

  • Contractors must adhere to 14 CFR 107 training and medical standards.
  • Contractors require written authorization from the APM and must follow TA oversight.
  • Contractors must comply with AR 95-20 and APL 95-1-1.

Mission Briefing Officers (MBO) Qualifications

  • MBOs must complete the USACE SUAS Qualification Course.
  • MBOs must be appointed in writing by the FOA ATPM.
  • MBOs are selected based on aviation knowledge, experience, maturity, and judgment.

Visual Observers (VO) Protocols

  • RPs can perform VO duties or select an untrained individual by briefing on specific topics.
  • Untrained VOs require exception to policy approval from the APM for frequent use.
  • VOs are mandatory for all USACE SUAS flights unless waived in writing by the APM.

Trusted Agents (TA) Training

  • TA must receive training from an ATPM.
  • Training includes cybersecurity, flight request information, and reporting requirements.
