Incident Command System (ICS)

Because the first responders to arrive at the incident are emergency response personnel from local fire and police departments, HAZWOPER requires the implementation of an Incident Command System (ICS) to effectively organize, control, and manage operations at an emergency incident.

It is a standardized on-scene incident management concept designed specifically to allow responders to adopt an integrated organizational structure equal to the complexity and demands of any single incident or multiple incidents without being hindered by jurisdictional boundaries.

The HAZWOPER standard requires additional specific procedures for response operations:

  • It requires the individual in charge (i.e., Incident Commander) of the ICS to evaluate site conditions and implement appropriate response operations, hazard controls, and PPE.
  • A safety officer designated to provide direction and assistance to ensure the safety of response operations.
  • It also requires that personnel in the area of the incident and related hazards be limited to those actively performing emergency response operations and that backup personnel stand by with appropriate equipment to provide assistance or rescue.

Ultimately, the implementation of the ICS helps to reduce confusion, improve safety, organize and coordinate actions, and facilitates the effective management of the incident.
