Confined Space Rescue Team Responsibilities

If a permit-required confined space (PRCS) exists, employers must designate and train rescue personnel according to OSHA requirements.

Confined Space Rescue Training

Rescue Team Selection and Readiness

  • Employers must ensure that rescue services are available when workers enter a permit-required confined space.
  • The rescue team must be able to respond in a timely manner based on the hazards of the space.
  • Rescuers must be provided with protective equipment and rescue tools appropriate for the confined space hazards.

Training Requirements

  • All rescuers must be trained to effectively perform rescue duties.
  • Training must include:
    • Recognition of confined space hazards.
    • Use of personal protective equipment (PPE).
    • Safe entry and retrieval techniques.
    • Proper use of retrieval equipment (harnesses, tripods, winches).
  • Rescuers must be trained in CPR and first aid, with at least one member certified in CPR.

Practice Drills and Simulated Rescues

  • An entry permit must be approved prior to rescue team entering the confined space.
  • Rescuers must perform practice rescues at least annually using simulated conditions.
  • If the confined space type changes, retraining is required.

Rescue Equipment and PPE

  • Rescuers must have and use:
    • Full-body harnesses and retrieval lines (except when they increase risk).
    • Respiratory protection (e.g., SCBA or supplied-air respirators for toxic or oxygen-deficient environments).
    • Atmospheric monitoring equipment to detect oxygen levels, toxic gases, and flammable vapors.
    • Communication devices for contact with standby personnel.

Non-Entry Rescue

  • If feasible, employers must use retrieval systems (harnesses, lifelines, winches) to conduct a non-entry rescue.
  • Exceptions: A retrieval system is not required if it increases risk or is not feasible due to the confined space configuration.

Coordination with External Rescue Services

  • Employers can use external emergency rescue services, but must:
    • Ensure rescue teams are trained for site-specific confined space hazards.
    • Inform the rescue service of potential hazards before an emergency occurs.
    • Conduct annual drills to confirm readiness.
