Retraining
If the employer believes an employee lacks the knowledge, skills, or abilities (KSAs) needed for safe work involving the erection, use or dismantling of scaffolds, the employer should retrain each the employee so that the required KSAs are regained.
Retraining is required in at least the following situations:
- where changes at the worksite present a hazard about which an employee has not been previously trained;
- where changes in the types of equipment associated with work on scaffolds present a hazard about which an employee has not been trained; or
- where an employee's work indicates that the employee does not have required proficiency
If employees intentionally violate safety rules, practices, or procedures, and it is determined that they have adequate KSAs, physical resources, and psychosocial support to work safely, it may appropriate to administer progressive discipline rather than retraining. However this situation is the exception, not the rule. Management should first determine if a weakness in the safety management system may have indirectly caused the violation.
