Introduction
Bureau of Safety and Environmental Enforcement (BSEE) regulations require operators to implement a SEMS program to identify, address, and manage safety, environmental hazards, and impacts during the design, construction, start-up, operation, inspection, and maintenance of all new and existing Outer Continental Shelf (OCS) facilities.
This course is a source of information and a practical training tool for offshore rig operators, lessees, safety personnel and workers to help develop and maintain an effective Safety and Environmental Management System for off-shore facilities.
References to SEMS in this course refers to the revised SEMS II rule, 40 CFR 250, Oil and Gas and Sulphur Operations in the Outer Continental Shelf—Revisions to Safety and Environmental Management Systems , that became effective in 2013. The focus of the SEMS program is on promoting an operator-driven system that continually improves safety culture and safety practices within the industry.
