5-6. Activity Hazard Analysis (AHA) Requirements.
Developing AHAs
- Create AHAs based on paragraphs 1-6 or 2-6, including all required PPE and safety equipment details.
- Choose PPE and safety equipment according to the protection guidelines in paragraph 8 or as specified in the manual.
5-7. Minimum Plan Requirements.
Hearing Conservation Program (HCP)
- Implement an HCP when exposed to hazardous noise and/or toxic chemicals, following ER 385-1-89.
- Develop a site-specific HCP according to 29 CFR 1910.95, ACGIH TLVs, and this manual, including:
- Identification and documentation of engineering controls, PPE, and hearing testing for all employees.
- Employee training on noise hazards and protection methods.
- Labeling of noise hazardous equipment and areas.
- Hearing testing for individuals working in noisy environments for over 30 days a year (pre-employment, annual, position change, and end-of-employment).
Respiratory Protection Program (RPP)
- Implement an RPP when respirators are required, following this manual, 29 CFR 1910.134 (contractors), and ER 385-1-90 (USACE).
- Develop a site-specific RPP including:
- Methods to identify and evaluate workplace respiratory hazards.
- Procedures for selecting appropriate respirators.
- Medical evaluations for respirator users.
- Fit testing procedures for tight-fitting respirators.
- Procedures for proper respirator use in routine and emergency situations.
- Maintenance procedures for respirators.
- Ensuring air quality, quantity, and flow for atmosphere-supplying respirators.
- Employee training on respiratory hazards, proper use, limitations, testing, and maintenance.
- Evaluation of program effectiveness.
- Project-specific voluntary use guidelines and education for voluntary users.
