25-4. Roles and Responsibilities.

Competent Person (CP) Duties

  • CPs must develop the Excavation and Trenching Plan and Activity Hazard Analysis (AHA).
  • They must conduct documented inspections of excavations to manage potential hazards and stop work if deemed unsafe, promptly correcting any identified risks.
  • They must perform soil classification testing, examine protective system materials for damage, and monitor water control operations to ensure safety.

Qualified Person (QP) Responsibilities

  • QPs are responsible for designing Class 1 perimeter protection and ramps for equipment access into excavations to prevent falls and facilitate safe entry.

Registered Professional Engineer (RPE) Responsibilities

  • RPEs must evaluate and ensure the safety of adjacent structures before excavation and plan any necessary control measures such as drainage.
  • They are also tasked with designing support systems and sloping or benching for deep excavations.

Rescue Personnel Duties

  • Rescue Personnel must execute rescue operations strictly according to the established written rescue procedures.
