32-6. Activity Hazard Analysis (AHA) Requirements.

Development of AHAs

  • Develop AHAs in compliance with either paragraphs 1-6 or 2-6, specifically for airfield operations.
  • The AHA must detail work methods, including the utilization of systems, equipment, materials, tools, and Personal Protective Equipment (PPE).
  • Ensure the AHA outlines controls to mitigate or manage hazards to an acceptable level.

32-7. Minimum Plan Requirements.

CSPP and SPCD Notification and Approval Process

  • The USACE supervisor/KO or COR must notify the appropriate FAA Regional or District Office about the construction and provide them with a copy of the Construction Safety and Phasing Plan (CSPP) or Safety Plan Compliance Document (SPCD).
  • Before any changes to the approved CSPP or SPCD are made, the USACE supervisor/KO or COR and the Airfield Manager must be informed in writing of the proposed revisions.

Construction Safety and Phasing Plan (CSPP)

  • A Competent Person (CP) must prepare the CSPP in accordance with FAA 150/5370-2F and UFC 3-260-01, following the format specified in FAA 150/5370-2F.

Safety Plan Compliance Document (SPCD)

  • A CP must prepare the SPCD in accordance with FAA 150/5370-2G and UFC 3-260-01, following the format specified in FAA 150/5370-2G.
