37-4. Roles and Responsibilities.

SOH Manager Duties

  • The SOH Manager responsible for the area of an emergency must immediately be informed of disasters and participate in the response and recovery planning and execution.
  • They must alert the National SOH Emergency Response Program Manager about all disasters and involve them in planning and executing response and recovery efforts.
  • SOH Managers must assess SOH issues and assure precautions are taken prior to deployment of personnel, managing the safety and health aspects of emergency operations, advising on SOH issues, and providing technical oversight for involved personnel.

Prime Contractors Responsibilities

  • Prime contractors must ensure a qualified SOH professional is present full-time on site, with their qualifications reviewed and accepted by the KO or COR.
  • They are responsible for notifying the local fire department and securing fire suppression support for debris reduction efforts beyond their firefighting capabilities.
