37-8. General Requirements.

Tree Maintenance

  • Refer to chapter 31 for instructions on tree maintenance.

Public Safety

  • Establish work area delineation, traffic control devices, and use flag persons as per ANSI/ASSP A10.34 standards.
  • Issue service announcements to ensure the public's safety around USACE activities.
  • Install barriers and fencing to restrict public access to operation sites and communicate with the public courteously.

Health Hazard Recognition

  • Identify and control health hazards like asbestos and hazardous chemicals with an Industrial Hygienist's (IH) recommendations. Provide necessary instrumentation for hazard detection.
  • Post hazard information at the work site and retain postings in both the contractor's and the local USACE field office's records. Implement required controls and describe them in the APP.
  • Develop an Asbestos Management Plan before starting work that might expose workers to asbestos, including control mechanisms and ongoing debris inspections.

Accident Reporting

  • Consult chapters 1 or 2 for accident reporting protocols.
  • Report all contractor motor vehicle accidents and near misses on public highways for trend analysis.

Variances to Safety and Health Requirements

  • The onsite RFO SOH Manager may propose safety and health requirement variances to the Geographic District SOHO.
  • The Geographic District SOHO reviews and decides on variance requests, considering disaster conditions.
  • After approval, coordinate the variance with the KO and COR for concurrence, then submit to the RFO Commander for final approval.
  • Provide approved variances to Division and HQ SOHO for informational purposes only; these expire at the end of the emergency operation mission.
