37-5. Inspection Requirements.

Emergency Operations and Incinerator Placements

  • All inspections outlined in other chapters of the manual apply to emergency operations missions, including flood-fighting and missions assigned by the Federal Emergency Management Agency to USACE.
  • USACE SOH professionals must inspect all incinerator placements before burning begins.

37-6. Activity Hazard Analysis (AHA) Requirements.

Developing Activity Hazard Analyses (AHAs)

  • The responsible party must develop AHAs following the guidelines of paragraphs 1-6 or 2-6, as applicable.
  • When construction vehicles or vehicles exceeding 1-1/2 tons (1.4 metric tons) need to back-up during operations, the AHA must identify all potential hazards and controls.
  • The inclusion of a spotter as a control measure must be documented in the AHA for tasks involving vehicle back-up operations.
