The SEMS training program should address each of the following elements:
- Initial orientation and training - You should conduct initial orientation and training prior to the start of work for the basic well-being of personnel and protection of the environment, and ensure that persons assigned to operate and maintain the facility possess the required knowledge and skills to carry out their duties and responsibilities, including startup and shutdown.
- Periodic training - Conduct periodic training to maintain understanding of, and adherence to, the current operating procedures, using periodic drills, to verify adequate retention of the required knowledge and skills. Training should be conducted prior to any a change in duties and responsibilities that could affect the safety and health of personnel. Training may need to be conducted, as required, to maintain personnel qualifications to perform complex duties. Retraining should be conducted when personnel appear to lack needed skills in performing a task safely.
- Communication requirements - Ensure that personnel will be adequately informed of changes in the SEMS program that impacts their ability to properly understand and perform their duties and responsibilities. Training and/or notice of the change should be given before personnel are expected to operate the facility.
- Documentation - Verifies that the contractors are trained in the work practices necessary to understand and perform their jobs in a safe and environmentally sound manner.
