1-3. Personnel Required Qualification/Training.

General Employees

  • Supervisors must provide necessary SOH training as outlined in the manual, including federal, state, and local requirements.
  • Training must be conducted by qualified personnel and cover ANSI Z490.1 standards, ensuring trainees understand the objectives.
  • Document all training aspects, including date, location, duration, content, trainers, participants, and evaluation results.

Collateral Duty Safety Officers (CDSO)

  • CDSOs must undergo initial SOH Training, potentially including OSHA 30-hour or equivalent, reviewed by the local SOHO.
  • Maintain competency with 24 hours of SOH-related training every three years.
  • Have a minimum of three years of relevant experience to identify hazards and implement controls.

Quality Assurance Representatives (QAR)

  • QARs should receive OSHA or PROSPECT 30-hour safety training and additional SOH awareness training tailored to potential hazards.

Supervisors

  • Must complete SOH training within 12 months of hire and refresher training every three years to manage safety hazards and the SOH program.
  • Training includes supervisory responsibilities, USACE SOH program understanding, and procedures for hazard reporting, abatement, and accident investigation.
