Preparatory Meeting and Inspection
- A preparatory meeting and inspection with the KO or COR, contractor personnel, and USACE Authorized Personnel are mandatory to align HEC activities with the SSECP. This meeting must be documented in the SSECP.
- Individuals must undergo training and testing to ensure familiarity with the USACE's SSECP before working on USACE facilities.
- Contractors must confirm that all their employees and subcontractors are trained and knowledgeable in the SSECP and participate in the inspection to ensure the proper implementation of the SSECP and HIPs.
Periodic Inspections
- Authorized Individuals knowledgeable in the SSECP and HIP must conduct periodic inspections, ensuring that the SSECP and HIP are correctly followed by all Authorized Individuals.
- The periodic inspection must review the adequacy of the HIP, the responsibilities carried out by individuals, and if necessary, propose modifications. At least one HIP must be demonstrated during each inspection, and every type of HIP should be inspected annually.
- Interviews with randomly selected Authorized Individuals must be conducted to assess their understanding of the policy, procedures, and their specific responsibilities. Document all inspections, note deficiencies, and include corrective actions in the SSECP.
Note: Emphasis on inspections is recommended when introducing new contractors, employees, DFOWs, significant changes in project energy systems, or any new potential energy source altering established procedures.
