12-7. Minimum Plan Requirements.

Site-Specific Energy Control Plan (SSECP)

  • It must be site-specific, align with ANSI Z244.4, and incorporate NFPA 70E when electricity is involved. The plan must detail the scope, purpose, authorization, roles, responsibilities, and techniques for managing hazardous energy.
  • It includes procedures for developing or revising equipment-specific Hazard Isolation Procedures (HIPs), identifying and correcting HEC deficiencies, and improving HEC.
  • It defines responsibilities for energy isolation device management, effective system isolation verification, and maintaining HEC protection continuity during shifts or personnel changes.

Hazard Isolation Procedures (HIPs)

  • A HIP must be created for each unique machine, equipment, or process to control hazardous energy, and be accessible for Authorized Individuals.
  • It must include a clear statement of its intended use, identification of the targeted machine, equipment, or process, and a list of all necessary energy-isolating devices, their magnitude, and location.
  • It specifies procedural steps for energy shutdown, isolation, securing, and relief, as well as the placement, removal, and responsibility for lockout or tagout devices, and requirements for testing the effectiveness of energy control measures.
