18-3. Personnel Required Qualification/Training.
Operator Qualifications and Training
- Operators of machinery, vehicles, or equipment must be trained, certified, and designated in writing by the employer.
- Operators must possess and present upon request a valid license or permit specific to the equipment being used to the USACE supervisor/KO or COR upon request.
- USACE Equipment Operators. In lieu of a license or permit for each piece of equipment, a DA Form 348 (Equipment Operator's Qualification Record) or similar type of documentation may be maintained on file at the employee’s project office for all USACE equipment operators.
- Government Personnel Operators. In addition or in lieu of a state driver’s license, local installations may require Optional Form OF 346 (U.S. Government Motor Vehicle Operator’s Identification Card) on military bases.
- Operators must be able to understand signs, signals, and operating instructions pertinent to their equipment.
Defensive Driving and Equipment Operation
- Government and contractor operators of government motor vehicles must undergo defensive driving training every four years.
- Operators of machinery and mechanized equipment must be trained and evaluated by certified examiners.
Powered Industrial Trucks (PITs)
- Operators must receive both classroom and practical training on PITs being used per 29 CFR 1910.178, and employers must certify the training and evaluation.
- Refresher PIT training and evaluations must occur at least every three years or under specified conditions such as accidents or unsafe operation.
All-Terrain Vehicles (ATVs) and Utility-Terrain Vehicles (UTVs)
- ATV operators must complete an accredited training course prior to operation.
- UTV operators must be thoroughly trained in vehicle control, manufacturer’s instructions, and proper maintenance practices.
Specialty Vehicles and Snow Machines
- Implement a qualification and training program for each specialty vehicle.
- Train snow machine operators in hand signals, riding positions, towing, surface conditions, riding apparel, and safety precautions.
