26-3. Personnel Required Qualification/Training.

Authorized Entrants

  • Authorized Entrants must complete safety instruction, learning to recognize and avoid hazards in underground construction as specified in 29 CFR 1926.800 and 29 CFR 1926 Subpart S.
  • They must also understand all relevant plans detailed in paragraph 26-7.

Designated Persons

  • Designated Persons must receive Authorized Entrant training and understand the check-in and check-out system at the site.
  • They must know how to activate the Rescue Team and other emergency services during emergencies.
  • Additionally, they need a comprehensive understanding of the site’s lighting, ventilation, communication, and other life safety systems to manage any failures effectively.

Rescue Team

  • Rescue Team members must be familiar with the site and current underground construction operations that may affect their response plan.
  • They are required to receive complete training in line with NFPA-1006 or an equivalent standard approved by the USACE supervisor/KO or COR.
