30-3. Personnel Required Qualification/Training.
Training Documentation and Certification
- Dive team members must maintain training documentation as per 29 CFR 1910.410, showing completion of appropriate level training. This includes dive tenders and requires copies of all dive-related training certificates.
- Training can be provided by recognized schools or in-house programs adhering to ANSI/ACDE-01 or ADCI Consensus Standards. Special provisions apply for Contractor and USACE Scientific Divers.
- Dive Safety Inspectors (DSIs) must have current USACE training certification and approval by the Dive Dive Coordinator (DDC) before performing duties.
Proof of Experience and Physical Readiness
- Dive team members must provide proof of certification, like a diploma or ADCI card, especially for those with over five years of experience.
- Contractors are responsible for showing that team members have training and experience matching the scope of work, including a minimum of one year's experience and completion of specific dives.
- Divers must have completed at least four working dives with similar decompression techniques as in the dive plan, using the particular diving techniques and equipment. They must show that at least one of the four qualification dives were performed in the last nine months prior to the start of dive operations.
- Team members must hold current first aid, CPR, and if applicable, emergency oxygen and AED certifications, with hands-on training evidence.
Health and Fitness Assessments
- Divers are required to undergo an annual diving physical by a knowledgeable physician and receive a "Fit to Dive" statement.
- The DDC must keep current files of these statements for all qualified divers and divers-in-training, and contractors must submit these statements to the DDC as outlined.
- Following any serious diving-related incidents, divers must be re-examined and re-certified by a hyperbaric physician.
Snorkeler Requirements
- All snorkelers and team members need certification from a recognized organization and an annual medical fitness certification by a licensed physician.
- The contractor must submit the medical fitness certification to the relevant USACE authority.
- Snorkeling team members must be certified in first aid, CPR, emergency oxygen, and, if available, AED usage.
Equipment Maintenance
- Equipment modifications, repairs, tests, calibrations, or maintenance must be carried out by a certified technician following the manufacturer’s guidelines, with proof of training.
