30-5. Inspection Requirements.

Monitoring and Inspection of Dive Operations

  • Dive Safety Inspectors (DSIs) are responsible for monitoring and inspecting contract diving operations, including onsite activities during pre-dive conferences, equipment inspections, and initial dives.
  • Monitoring by DSIs must be continuous throughout the contract dive activity, though it can be intermittent based on job complexity and hazard evaluation by the DDC.
  • USACE Dive Teams require annual operational inspections by the DDC, ADC, DSI, or DSR.

Pre-Dive Checks and Equipment Maintenance

  • Before diving, the DS must ensure sufficient air supply in tanks, proper functioning of all diving equipment, availability and functionality of necessary safety equipment, and adherence to LOTO procedures.
  • SCUBA tanks must undergo an internal visual inspection annually and a hydrostatic test every five years, following DOT and CGA regulations, with the test dates stamped on each tank.

Alternative Qualifications and Approvals

  • Use of trained monitors/inspectors with different credentials is subject to case-by-case approval by the DDC and USACE National Dive Safety Program Manager.

30-6. Activity Hazard Analysis Requirements.

Develop AHAs according to paragraphs 1-6 or 2-6, as applicable. When diving operations require the control of hazardous energy see paragraph 12-6.
