7. Proficiency Assessment

The assessment and demonstration should evaluate the knowledge and individual skills developed after training.
  • Proficiency should be evaluated and documented by the use of a written assessment and a skill demonstration selected and developed by the Training Director and training staff.
  • The assessment and demonstration should evaluate the individual knowledge and individual skills developed after training. It's important to understand that "individual," not "group" testing be accomplished. Asking the "group" questions, and receiving answers by one or more members of the group, is not acceptable.
  • The Training Director shall specify in writing the minimum level of achievement necessary for proficiency.
    • For a written test, there must be at least 25 questions. Each student is required to answer all questions, with a minimum passing score set at 70%.
    • In the case of a skills demonstration, the selected tasks and criteria for successful completion must be thoroughly documented by the Training Director.
  • The content of the written test or skill demonstration must align with the objectives of the course. Both the written test and the skill demonstration should be regularly updated to reflect changes in the curriculum, with each update receiving approval from the Training Director.
  • Regardless of the approach or combination of approaches used, the proficiency assessment methods should be justified, documented, and approved by the Training Director.
  • Proficiency for participants in additional supervisory courses should be evaluated and documented through assessment methods approved by the Training Director.
  • These methods must accurately reflect the increased responsibilities of supervisory personnel in hazardous waste operations or emergency response scenarios.
