A strong and visible commitment to worker safety must be present from the beginning of a project. This initial attitude sets the tone for the entire operation.
The Site Safety Officer and the Project Team Leader must have the clear support of senior-level management for establishing, implementing, and enforcing safety programs from the outset of the project.
The importance of management's attitude toward safety throughout the project cannot be overemphasized; site personnel are more likely to cooperate with safety programs if they sense a genuine concern on the part of management.
