22-3. Personnel Required Qualification/Training.
Scaffold Users
- Personnel must be trained and qualified before using work platforms and scaffolding.
- Employers are responsible for providing scaffold training, covering electrical, fall, and falling object hazards, scaffold use, material handling, load limits, and relevant OSHA and ANSI standards.
- All non-user trained personnel (for example, building inspectors, consultants) that may need to be on a scaffold must have as a minimum, safety/hazard awareness training, and be escorted by a trained user while on the scaffold.
Competent Person (CP), Scaffolding
- CPs must have a minimum of 8 hours of scaffold-specific training and experience in scaffold systems, base material assessment, load calculations, and erection/dismantling.
- CPs need to be familiar with scaffold/platform installation and removal, and their training is determined by the employer, including base material assessment, load calculations, and erection/dismantling.
Erectors and Disassemblers
- Individuals involved in scaffold work must be trained by a CP to recognize hazards and must maintain proof of training on-site.
- Training includes understanding the manufacturer's manual, associated rules, instructions, decals, and warnings on the device.
Mobile Elevating Work Platforms (MEWP) Operators
- MEWP operators must receive both general and equipment-specific training before operation, and training records must be kept on-site for three years.
Mobile Elevating Work Platforms (MEWP) Occupants
- MEWP occupants must receive instruction to operate the MEWP in emergencies when the operator is incapacitated, but this does not authorize them to operate controls at other times.
