22-4. Roles and Responsibilities

Competent Person (CP), Scaffolding Responsibilities.

  • Oversee employees working with scaffolds, ensuring safe conditions during adverse weather and enforcing the use of fall arrest systems or wind screens.
  • Train employees in scaffold-related tasks, emphasizing hazard recognition.
  • Conduct scaffold inspections for visible defects before each work shift and after any potentially compromising event, authorizing immediate corrective actions.

Registered Professional Engineer (RPE) Duties

  • Stamp and certify all non-standard scaffolding components and connections.
  • Design scaffolds as per the manual and related standards, providing stamped calculations and drawings.
  • Specifically design and certify frame scaffolds over 125 feet, mason’s multiple adjustable suspension scaffolds, hanging scaffolds, and TMP.

Mobile Elevating Work Platforms (MEWP) Operator Precautions

  • Conduct a pre-operation survey of the work area for hazards like uneven ground, obstructions, and energy sources.
  • Ensure the MEWP is on a firm, level surface and properly loaded as per the manufacturer's instructions.
  • Use outriggers/stabilizers if required, secure the vehicle's wheels, and connect the appropriate fall protection system.
