22-5. Inspection Requirements.

Scaffold and Component Inspections

  • The Competent Person (CP) must inspect all scaffold and components for visible defects before each work shift and after events impacting structural integrity.
  • After assembly or hoisting, a CP must inspect scaffolding before initial use and again after each hoisting, documenting this on the scaffold inspection tag.
  • Every scaffold inspection must be recorded on a scaffold inspection tag, which the CP attaches before use. The tag should include the CP's name, signature, inspection dates, and be visible, legible, and durable.

Maintenance and Testing Procedures

  • A CP must conduct and document daily maintenance inspections of Mast Climbing Work Platforms (MCWP) as per the manual, OSHA, and manufacturer's instructions, keeping copies on the jobsite.
  • For Turbine Maintenance Platforms (TMP), a CP must perform visual inspections as per guidelines and test TMPs to 100% of their rated capacity after fabrication or modification, followed by a detailed inspection.

Scaffold Specific Inspections

  • For Suspended Scaffolds, a CP must inspect ropes before each work shift and after any impacting events, also evaluating direct connections for load support capability before use.
  • Hanging Scaffolds require a CP to proof test the platform to 125% of its rated capacity after structural modifications and performance test to 100% of the maximum intended load at each new jobsite or location.
  • Inspect work stands daily for visible defects and maintain them to avoid structural damage.
