BSEE Inspections

BSEE inspectors conduct both annual scheduled inspections and unscheduled (unannounced) inspections of oil and gas operations on the Outer Continental Shelf. Inspections encompass all safety equipment designed to prevent blowouts, fires, spills, and other incidents.

Types of BSEE Inspections

The various types of BSEE inspections include the following:

  • Well operations inspections include: drilling, workover, completion, and abandonment.
  • Production inspections include production and flaring.
  • Pipeline inspections involve the review of service and maintenance records and checking safety valves and devices.
Inspectors follow national protocols known as the Potential Incident of Noncompliance list which covers all regulated safety and environmental requirements.
  • Meters inspections involve the review of calibration documents and the physical inspection of seals.
  • Environmental inspections include: pollution, air quality, and oil spill exercise.
  • Other inspections involve USCG guidelines, hydrogen sulfide, site security, and compliance inspections.

Potential Incident of Noncompliance (PINC) Items

BSEE inspectors perform inspections using a national checklist called the Potential Incident of Noncompliance (PINC) list. This list is a compilation of yes/no questions derived from all regulated safety and environmental requirements. This list of inspection items is derived from all regulations for safety and environmental standards.
