2-3. Personnel Required Qualification/Training.

a. General Employee-Required Qualifications and Training

  • Employers must provide their employees all required SOH training as required by this manual, applicable federal, state, and local requirements.
  • SOH training must be conducted by a Qualified Person (QP) or Competent Person (CP) with subject matter expertise.
  • Training involves development, delivery according to ANSI Z490.1, evaluation of trainees, and comprehensive documentation of the training process.

b. Site Safety and Health Officer (SSHO)

Level 1 SSHO

  • Must complete OSHA 30-hour safety training and 24 hours of competency training every three years.
  • Requires five years of safety experience, reduced to three with relevant degree or certification.
  • Training hours can include time spent instructing SOH-related courses.

Level 2 SSHO

  • Must receive OSHA 30-hour safety training and maintain competency with 24 hours of training every three years.
  • Requires three years of safety experience, reduced to two with relevant degree or certification.
  • Instructing SOH-related training counts towards training hours, with limitations.

Level 3 SSHO

  • Must be a designated QP or CP with experience in identifying hazards and implementing controls.
