2-4. Roles and Responsibilities.

General Employees

  • Must not use or be under the influence of substances like alcohol or narcotics while on duty.
  • Are required to report hazards, accidents, and near misses immediately.
  • Must comply with contractor-managed safety programs when on USACE sites.

Site Safety and Health Officer (SSHO)

  • Must oversee the implementation of the prime contractor’s SOH program.
  • Is responsible for maintaining safety materials and conducting daily SOH inspections.
  • Must ensure all project personnel comply with SOH requirements.

Competent Person (CP)

  • Responsible for developing Activity Hazard Analyses (AHAs) for all activities.
  • Must oversee work activities and address unsanitary or hazardous conditions.
  • Is tasked with developing and signing the site-specific APP.

Qualified Person (QP)

  • Provides guidance and performs work activities as required by the manual.

Supervisors

  • Ensure a safe work environment and remove employees from hazards or unsafe conditions.
  • Must report all accidents and near misses and enforce drug-free workplace policies.
  • Are responsible for ensuring all employee-required SOH training is completed.

Corporate Safety Official

  • Designates SSHOs and ensures they meet training and experience requirements.
  • Reviews and approves the site-specific APP.

Prime Contractor

  • Responsible for SOH program management, communication, and implementation.
  • Ensures that all materials, documentation, and drawings comply with SOH requirements.
  • Must maintain and update the APP and AHAs as required.

Contractor Quality Control (QC)

  • Conducts daily SOH inspections and documents findings.
