2-8. General Requirements.

Contractor Site Control

  • Prime contractor's project management team, assisted by the SSHO, manages and enforces compliance with the APP and SOH submittals.
  • Visitors must:
    • Be escorted by site personnel.
    • Wear appropriate PPE provided by contractors if necessary.
    • Receive a safety brief on expected onsite hazards and SOH controls.
  • Maintain an onsite visitor sign-in/out log.

Contractor SOH Implementation and Oversight

  • Submit a Designation Letter for onsite SSHOs using ENG Form 6282, signed by the Corporate Safety Official and SSHO, and accepted by the KO or COR.
  • Employ a minimum of one Level 1 SSHO at each site to ensure implementation of SOH requirements, with additional or alternate SSHOs as per project needs.
  • For exceptions to full-time Level 1 SSHO, collaborate with USACE KO and local SOHO to modify requirements based on job complexity and risk.

Contractor SOH Submittals

  • Submit all SOH submittals as per contract requirements.
  • Ensure submittals are reviewed and approved by the contractor before submission to the government.
  • USACE KO or COR reviews and accepts SOH submittals, ensuring they conform to contractual requirements.
