16-5. Inspection Requirements.

Inspection of Lifting and Handling Equipment (LHE)

  • Inspect LHE in compliance with this chapter, ASME standards, OSHA regulations, and manufacturer's instructions.
  • Keep records of LHE tests and inspections onsite, making them available upon request.
  • Contractors must notify the KO or COR within 24 hours of any LHE arriving on site and may be subject to inspection and equipment checks by the KO or COR.

Unsafe Lifting and Handling Equipment

  • Immediately remove LHE from service if it is found unsafe or has deficiencies affecting safe operation.
  • Conduct regular service inspections of LHE, including shift, monthly, and annual inspections, depending on the criticality of components and exposure to wear.
  • Document and maintain inspection records for a minimum of twelve months or the duration of the contract, whichever is longer.

Annual Inspections and Equipment Not in Regular Use

  • A Qualified Person (QP) must perform annual inspections, documenting and maintaining records for at least until the next annual inspection or for twelve months.
  • Inspect LHE not in regular use annually if idle for three or more months.
  • After any incident or accident involving LHE, inspect the equipment according to the manufacturer's instructions or determine inspection level by a Registered Professional Engineer (RPE) if the manufacturer is unavailable.

Wire Rope Inspection

  • A Competent Person (CP) must visually inspect all running, counterweight, and trolley ropes each shift, documenting and maintaining records for at least twelve months or the contract duration.
  • A QP must conduct annual inspections of wire ropes in use, maintaining the same documentation as for shift inspections.

Specialized Equipment Inspection

  • For Floating Cranes/Derricks, Crane Barges, and Auxiliary Shipboard-Mounted Cranes, a CP must inspect the means of flotation and attachment to the vessel each shift and monthly, with any deficiencies addressed immediately by a QP.
  • Inspect pile drivers weekly and document findings. If unsafe or if a safety deficiency is observed, remove the equipment from service immediately until corrected.
