16-7. Minimum Plan Requirements.

Crane Activity Preparation

  • Prior to the start of all crane activities, provide the USACE supervisor/KO or COR with detailed crane operation descriptions, qualifications of personnel (operators, riggers, signal persons, lift director), and the Certificate of Compliance (CoC).

Standard Lift Plan (SLP)

  • Develop, review, and approve an SLP for each lift, detailing personnel roles, area preparation, lifting equipment (LHE) and load considerations, rigging, and environmental factors. Keep a copy on the LHE and retain for three months.

Standard Lift Plan for Floating Plant

  • Supplement the SLP with floating operational parameters, analyze deck loads, adjust rated loads for barges or pontoons, and ensure load charts and operational procedures are accessible on board.

Critical Lift Plan

  • Before any critical lift, a CP or QP must prepare a Critical Lift Plan including detailed lift descriptions, anticipated hazards, site drawings, rigging plans, LHE Load Chart, ground and platform conditions, environmental considerations, and lift coordination. Submit to USACE supervisor for approval.

Pile Driving Safety Plan

  • Develop a site-specific safety plan prior to pile driving, detailing utility locations, equipment operation areas, pile driving sequences, geotechnical reports, daily equipment inspections, and controlled work area plans.
