19-4. Roles and Responsibilities.

Competent Persons (CP)

CPs are responsible for identifying and controlling duck ponds as outlined in the guidelines.

Vessel Operators

Vessel Operators must prepare float plans according to the specified guidelines.
When in waters under a small craft advisory, Vessel Operators must focus solely on operating the vessel.

Qualified Person (QP)

Assign a QP for deck duties on motorized vessels less than 26 feet during extended, hazardous, or special operation trips, at night, during inclement weather, while towing, or transporting crew or passengers.
QPs must conduct inspections as detailed in the guidelines.
QPs are in charge of mobilizing, demobilizing, and relocating dredges, support barges, tenders, tugs, and heavy equipment.

Inspectors

Inspectors are tasked with inspecting other dredges, self-propelled vessels over 65 feet, crane barges, floating cranes, and floating plants with overnight accommodations not subject to USCG inspection.
They must perform inspections in accordance with the guidelines.

19-4. Roles and Responsibilities.

a.  Competent Persons (CP).  Identify and control for duck ponds (see para 19-8.e).  (19-4.a)

b.  Vessel Operators. (19-4.b)

(1)  Prepare float plans (see para 19-7-c).

(2)  While operating in waters included in a small craft advisory, the sole duty of the operator is to operate the vessel.

c.  Qualified Person (QP).  (19-4.c)

(1)  In the following circumstances, assign a QP to assist with deck duties of motorized vessels less than 26 feet (7.9 m) in length:

(a)  When extended trips, including overnight trips, are made from the work site.

(b)  When conditions of navigation make it hazardous for an operator to leave the wheel while underway.

(d)  When operating at night or during inclement weather.

(e)  When towing.

(f)  While a vessel is transporting crew or passengers.

(2)  Perform inspections according to paragraph 19-5.

(3)  Mobilize, demobilize, and relocate dredges, support barges, support tenders, tugs, and heavy equipment (see para 19-8.m).

d.  Inspectors. Inspectors of other dredges, self-propelled vessels over 65 feet (19.8 m), crane barges, floating cranes, and floating plant with overnight/berthing accommodations not subject to USCG inspection and certification.  Perform inspections according to paragraph 19-5.  (19-4.d)
