19-4. Roles and Responsibilities.

Competent Persons (CP)

  • CPs are responsible for identifying and controlling duck ponds as outlined in the guidelines.

Vessel Operators

  • Vessel Operators must prepare float plans according to the specified guidelines.
  • When in waters under a small craft advisory, Vessel Operators must focus solely on operating the vessel.

Qualified Person (QP)

  • Assign a QP for deck duties on motorized vessels less than 26 feet during extended, hazardous, or special operation trips, at night, during inclement weather, while towing, or transporting crew or passengers.
  • QPs must conduct inspections as detailed in the guidelines.
  • QPs are in charge of mobilizing, demobilizing, and relocating dredges, support barges, tenders, tugs, and heavy equipment.

Inspectors

  • Inspectors are tasked with inspecting other dredges, self-propelled vessels over 65 feet, crane barges, floating cranes, and floating plants with overnight accommodations not subject to USCG inspection.
  • They must perform inspections in accordance with the guidelines.
