19-5. Inspection Requirements.

Floating Plant Inspection and Certification

  • Verify all USCG documentation for floating plants with a COI is current before use, and post documentation on board. Provide copies of USCG Form CG-835F to the USACE supervisor/KO or COR.
  • Ensure dredges comply with load line regulations and maintain valid USCG/ABS documentation, posting it on the vessel and providing it to relevant authorities.
  • Annually inspect all other floating plants by a qualified inspector, documenting the inspection and posting the report on the vessel.

USACE Motorized Vessels and Boat Trailers

  • Conduct inspections by a Qualified Person (QP), maintaining records for five years and ensuring inspections adhere to ER 385-1-91 and manufacturer's instructions.
  • Inspect launches, motorboats, skiffs, boat trailers, and tow vehicles before each use and periodically as per ENG Form 6175 and manufacturer's recommendations.

Emergency Systems

  • Monthly, operate and inspect emergency lighting and power systems to guarantee functionality.

Anchor Points

  • Examine all anchor points before applying load or tensioning cables.

Dredging

  • Regularly inspect all submerged pipes to ensure proper anchorage.

Safety Equipment

  • Perform documented inspections of life rings, ring buoys, and throw bags before use and every six months.

Motorboat Operation

  • Inspect and use vessel engine cutoff devices (kill switches) and safety lanyards, attaching the lanyard to the operator. Note that wireless kill-switch devices are not permitted.

  • Identify and control operations in areas lacking deck-edge perimeter protection, referencing paragraph 19-8.j.
  • Outline the locations and specify restricted activities within safe zones next to Red Flag ships, as detailed in paragraph 19-8.o.
