19-7. Minimum Plan Requirements.

Prior to beginning work, submit the below plans to the USACE supervisor for approval or acceptance by the KO or COR as applicable.

Emergency Plan for Marine Activities

  • Identify and document all possible marine emergencies like fire or severe weather.
  • Detail response procedures for each identified emergency.
  • Assign roles to personnel, ensure they are trained, and outline mustering personnel in "Abandon ship" and "man overboard" procedures.

Severe Weather Plan for Marine Activities (SWPMA)

  • Describe potential severe weather hazards and protective actions.
  • Specify the timeline for plan implementation and evacuation processes.
  • Detail the means for securing or relocating equipment and personnel.

Float Plans

  • Vessel operators must file a Float Plan detailing vessel information, crew, activities, departure and return times, communication means, and control measures for adverse conditions.

Tow Plans

  • Prepare a comprehensive Tow Plan including information about the vessels, crew, towing method, safety measures, seaworthiness, emergency equipment, and navigation details.
