23-7. Minimum Plan Requirements.

Rope Access Work Plan Development

  • The Rope Access Supervisor/QP for Rope Access must create the Rope Access Work Plan and procedures, and submit them for approval or acceptance to the USACE supervisor, the KO, or the COR.
  • The plan, including all necessary details, must be maintained at the work site and be accessible to all involved parties.

Plan Contents

  • Include a detailed description of the activity being performed.
  • Detail the assignment of personnel, their roles, and responsibilities, particularly identifying the Rope Access Supervisor/QP for Rope Access or Rope Access Lead Technician(s)/Competent Person(s) for Rope Access, along with their qualifications and training.
  • Analyze various rope access alternatives, assessing their access benefits and potential hazards.

Communication and Safety Procedures

  • Establish procedures for communication and coordination with the USACE supervisor, KO, or COR regarding rope access safety and rescue operations.
  • Develop an Activity Hazard Analysis (AHA) in line with specified guidelines.
  • Formulate rescue procedures and methods ensuring prompt rescue capabilities, including self-rescue, assisted rescue, and emergency service rescue.

Compliance and Oversight

  • Implement inspection and oversight methods to ensure strict adherence to the Rope Access Work Plan.
