28-7. Minimum Plan Requirements.

Preparation of Steel Erection Plan

  • The Qualified Person (QP) must submit a Steel Erection Plan to the USACE supervisor, the KO, or the COR for approval or acceptance.
  • The plan, signed and dated by the QP, must detail the steel erection activities, coordination procedures, stability considerations, notification processes, and material delivery methods.
  • The plan should also outline the identification of staging areas, development of a Site Layout Plan (SLP), and any critical lifts.

Hazard Anticipation and Control Measures

  • The plan must describe anticipated hazards, including an Activity Hazard Analysis (AHA) and a fall protection plan.
  • Control measures to manage these hazards to an acceptable level must be clearly outlined.

Personnel Assignment and Qualification

  • Roles and responsibilities of personnel, especially the Competent Person (CP) and the QP, must be defined.
  • Documentation proving the training of employees involved in steel erection operations as per the chapter and 29 CFR 1926.761 must be included.

Inspection and Oversight

  • Methods to ensure adherence to the Steel Erection Plan through inspection and oversight must be clearly described.

Emergency Response Procedures

  • The plan must include procedures for rescue and emergency response situations.
